Why is Cetyl Myristoleate (CMO) not listed in the Active Ingredient sections of the Drug Fact Box?

Rub on Relief is a topical analgesic pain cream. It is considered an OTC Drug and only drugs are listed in the Active Ingredient section of the Drug Fact Box.  Cetyl Myristoleate (CMO) is not a drug but rather it is considered a supplement, which means it can not be listed in the Active Ingredient section of the Drug Fact Box.

Now the way the FDA requires Drug Fact Box to be written, there are two sections the first is the Active Ingredients or the drugs and the second section is called, the Inactive Ingredients, things like the base formula and other ingredients like supplements.
